A.Askarov studied at Namangan State University (1992–1997, Mathematics), the Academy of Public Administration under the President of the Republic of Uzbekistan (2017, Management), and the Kori Niyazi Research Institute (2014–2016).
Throughout his career, he has worked as a teacher of mathematics and computer science in schools of the Namangan district, a methodologist, deputy head of the district Department of Public Education, leading and chief specialist, head of department at the Ministry, head of the Academic Affairs Department, director of the Center for the Development of Distance Learning at the Avloni Institute for Advanced Teacher Training, head of department and dean of the faculty at the National University of Uzbekistan, head of department at Termez State University, and Vice-Rector of the Tashkent TMC Institute.
He has enhanced his professional qualifications and experience in South Korea (Seoul, ICT), Germany (Berlin, ICT), Greece (Patras, Education), the Philippines (Manila, Pacific and Asian Studies), Russia (Kazan, Quality of Education), Finland (Jyväskylä, Education Management), and China (Guiyang, Education).
He holds the degree of Doctor of Pedagogical Sciences (DSc, 13.00.07 – Management in Education), the academic title of Associate Professor, and is the author of more than 100 scientific works, including 6 textbooks, 3 monographs, and articles published in journals indexed in Scopus and Web of Science, as well as several certificates for electronic educational products.
Organizing financial activities and ensuring the training of qualified specialists in accordance with state educational standards;
Ensuring the implementation of orders, directives, and instructions issued by relevant higher authorities, as well as decisions of the University Council and orders of the Rector related to financial and economic processes;
Developing strategies for the efficient use of classrooms, and improving the technical equipment and provision of materials, tools, and supplies for departments, classrooms, laboratories, administrative and cultural facilities, and other structural units of the institution;
Overseeing the maintenance and proper sanitary-hygienic conditions of university facilities, including classrooms, laboratories, dormitories, sports facilities, canteens, and cafeterias, as well as organizing construction, capital repairs, and ongoing maintenance works.
